Equity, Fairness and Justice in Water Policy – Literature Review

This literature review by Finley Watson, Nick Barry and Rod Marsh. (2024), on behalf of Water Australia, analyses peer-reviewed research on equity, fairness, and justice in water policy, with a focus on how these concepts shape discussions of water access, allocations, and rights. It deliberately excludes research that primarily focuses on water as a resource, instead emphasising what constitutes equitable, fair, or just water policy. A key finding is the lack of agreed-upon definitions for these concepts within the literature. Therefore, policymakers addressing these issues should anticipate a highly-contested space, demanding difficult trade-offs and extensive deliberation among stakeholders.
