Embedding foresight culture in water policy and drought preparedness for irrigated agriculture

This journal article by Helfgott, Crossman, and Stewardson, from One Basin CRC, argue that traditional, siloed, risk-based policies fail to address the complex challenges of semi-arid river basins like the Murray–Darling Basin. Instead of relying only on prediction and control, the authors argue a cultural shift is needed toward collaboration, adaptive management, and embracing uncertainty. Participatory foresight provides this shift by enabling governments, industries, researchers, and communities to collectively explore risks, opportunities, and values and support joint navigation toward sustainable futures for the Basin.
