- High-performing boards of management governing water utilities and catchment management authorities in Victoria, Australia, have a characteristic “leadership signature.”
- This signature has seven components, which are summarized in the “7C Framework” shown in Figure 1.
- The 7C framework has been successfully used in Victoria as a capacity-building tool to help strengthen the leadership capacity of boards in the water and catchment management sectors to accelerate progress toward more sustainable outcomes and greater public value.
